How H51 agent governance works
1 · Define
Choose a narrow purpose, owner/steward, evidence sources, allowed tools and non-executing actions.
2 · Simulate
Run a dry-run safety simulation against the exact immutable version. No authoritative HR write occurs.
3 · Review
Only a passing current version can enter review. Consequential HR work always stays human-controlled.
4 · Approve & monitor
An independent approver activates the version; version, simulation, lifecycle and audit evidence remain traceable.
Authority ceiling: Observe, Recommend or Prepare only. Execute remains unavailable; custom agents can never be configured above Prepare. Activation requires independent approval. Agents cannot grant themselves permissions, expand their allowlists or bypass domain-service approvals.
